Before noon on March 11, 2020, their two largest clients contacted them with an idea to create a daily phone-based survey, monitoring the Norwegian people’s thoughts and feelings about Covid-19-related questions over time.
They were able to get from zero to up-and-running with an extremely lean first version in only two days; in the afternoon of March 13, they made their first round of calls to several thousands of respondents.
In the following weeks, an intense effort was made to accommodate simpler survey programming and automating the stratified random sampling of phone-numbers with empirical weighting, based on earlier answer rates.
These days, they call close to 100 000 phone numbers every week to get the latest updates on the Norwegian people’s attitudes towards Covid-19-related issues.
Finding a GDPR-friendly, permanent production environment
As the software grew more mature, the need arose to move the software taking care of all these daily samples and phone calls to a more permanent production environment.
However, to comply with both GDPR and the latest Schrems II ruling, Encount decided to find a cloud provider not owned by an American mother company (which is a core concern when trying to comply with GDPR).
